Residents are not feeling heard. Members of Council can appear isolated from their concerns. Official documents are thick and not easy to read. It is difficult for residents to hold Council members accountable. As the population of the city has grown significantly since the 'six-member plus Mayor' Council was formed in the late 1990s - it is time to look at how adding one or two more councillors would better represent the communities they serve.
